黑龙江省方正县人民政府关于建立完善守信联合激励和失信联合惩戒制度加快推进信用方正建设的实施意见

  为贯(guan)彻落(luo)实《国(guo)务院关(guan)于深入推进实施新(xin)一轮东(dong)北(bei)振(zhen)兴战略加(jia)快推动(dong)东(dong)北(bei)地区经济企(qi)稳(wen)向好若干重(zhong)要举(ju)措的(de)意(yi)见》(国发〔2016〕62号)、《国务院关于建立完善守信联合激励和失信联合惩戒制度加快推进社会诚信建设的指导意见》(国发〔2016〕33号)、《黑龙江省人民政府关于建立完善守信联合激励和失信联合惩戒制度加快推进社会诚信建设的实施意见》(黑政规〔2017〕5号)和《哈尔滨市人民政府关于建立完善守信联合激励和失信联合惩戒制度推动信用东北建设实施意见》(哈政规〔2017〕24号)精神,积极构建以信用为核心的行政管理、市场监管和社会治理体系,加快推进“信用方正”建设,现结合我县实际,提出如下意见。

  一(yi)、总体要求

(一(yi))指(zhi)导思想

  全面贯彻党的十九(jiu)大和习近平(ping)总书(shu)记系列重要讲话(hua)精神,按照国家(jia)省和市的决策部署,紧紧围绕“四个全面”战略布局和“五大”发展理念,落实加强和创新社会治理要求,加快推进全县社会信用体系建设。加强信用信息归集共享、公开应用,依法依规运用信用激励和约束手段,构建政府、社会共同参与的跨地区、跨部门、跨领域的守信联合激励和失信联合惩戒机制,促进市场主体依法诚信经营,维护市场正常秩序,营造良好信用环境。

(二)基(ji)本原则

1.坚持信(xin)(xin)用(yong)公开(kai)。在做好信(xin)(xin)用(yong)信(xin)(xin)息记录归集工作的基础(chu)上,逐步将(jiang)社会(hui)法人、自然人和社会(hui)组织等各类(lei)社会(hui)信(xin)(xin)用(yong)主体的信(xin)(xin)用(yong)信(xin)(xin)息统一归集并公开(kai)。

2.坚持奖惩(cheng)分(fen)明。充分(fen)运(yun)用信用激(ji)励和约束手段,建立健全守信者受(shou)益(yi)、失信者受(shou)限(xian)的奖惩(cheng)机制(zhi)。

3.坚(jian)持突出(chu)重点。着力(li)解决(jue)涉及(ji)公共利(li)益和安(an)全、人民群众反映强烈、对(dui)社会发(fa)展负面影响(xiang)较大的重点领域失(shi)信问题。

4.坚持协同联动(dong)。构建政府(fu)部门协同联动(dong)、行(xing)业组织(zhi)自律管理、信用服务(wu)机构积(ji)极参与、社(she)会舆论广泛监督的(de)共同治理格局。

(三)工作目标

  进一(yi)步(bu)加大失信(xin)违约(yue)(yue)惩戒力(li)度,突出(chu)抓好政府违约(yue)(yue)专项整治,大力(li)倡导(dao)做诚信(xin)之(zhi)(zhi)人、办诚信(xin)之(zhi)(zhi)企、建诚信(xin)政府。到2018年4月底,基本建立经济社会主要领域守信联合激励和失信联合惩戒机制。到2020年,初步形成政府部门协同联动、行业组织自律管理、信用服务机构积极参与、社会舆论广泛参与的共同治理工作格局,基本建立跨地区、跨部门、跨领域的守信联合激励和失信联合惩戒工作机制,以信用为核心的新型市场监管机制作用得到有效发挥,全社会信用意识普遍增强,“信用方正”建设取得积极效果。

  二、重点工作任务(wu)

(一)建立完善(shan)守(shou)信联合(he)激励机制(zhi)

1.多渠道选树(shu)诚(cheng)(cheng)(cheng)信(xin)(xin)(xin)典型。2018年4月底前,各部(bu)门(men)和(he)社(she)会(hui)组织(zhi)建(jian)立(li)并完善社(she)会(hui)法人、自(zi)然人和(he)社(she)会(hui)组织(zhi)信(xin)(xin)(xin)用评价机制,及时(shi)、全面、准(zhun)确记(ji)录信(xin)(xin)(xin)用主体的(de)(de)信(xin)(xin)(xin)用信(xin)(xin)(xin)息(xi)(xi)(xi);建(jian)立(li)常态化(hua)报(bao)送(song)工(gong)作机制,依托市信(xin)(xin)(xin)用信(xin)(xin)(xin)息(xi)(xi)(xi)共(gong)享(xiang)平台共(gong)享(xiang)信(xin)(xin)(xin)息(xi)(xi)(xi),联合(he)相关(guan)部(bu)门(men)和(he)社(she)会(hui)组织(zhi)实施守(shou)信(xin)(xin)(xin)激励。开展诚(cheng)(cheng)(cheng)信(xin)(xin)(xin)创建(jian)活动,依法依规将信(xin)(xin)(xin)用状况良好(hao)的(de)(de)行政(zheng)相对人、“诚(cheng)(cheng)(cheng)信(xin)(xin)(xin)示范(fan)单位”、“守(shou)合(he)同(tong)重信(xin)(xin)(xin)用”企业、“诚(cheng)(cheng)(cheng)信(xin)(xin)(xin)经营示范(fan)点”、诚(cheng)(cheng)(cheng)信(xin)(xin)(xin)道德模范(fan)、优(you)秀青年志愿者、行业协会(hui)商(shang)会(hui)推荐的(de)(de)诚(cheng)(cheng)(cheng)信(xin)(xin)(xin)会(hui)员、新(xin)闻媒(mei)体挖掘的(de)(de)诚(cheng)(cheng)(cheng)信(xin)(xin)(xin)主体等(deng)树(shu)立(li)为诚(cheng)(cheng)(cheng)实守(shou)信(xin)(xin)(xin)典型。(县(xian)市场监管局(ju)、县(xian)文明办、县(xian)民政(zheng)局(ju)分别牵头,各部(bu)门(men)按职责(ze)(ze)分工(gong)负责(ze)(ze))

2.完善行(xing)(xing)(xing)(xing)政审(shen)批(pi)绿色(se)通道(dao)(dao)。2018年(nian)3月底前,各部(bu)(bu)门行(xing)(xing)(xing)(xing)政审(shen)批(pi)机构依据权力(li)清单和(he)责任清单,针对诚信典型和(he)连续3年(nian)无不良(liang)信用(yong)记(ji)录的行(xing)(xing)(xing)(xing)政相对人(ren),制定实施(shi)“绿色(se)通道(dao)(dao)”、“容缺(que)受理(li)”等(deng)行(xing)(xing)(xing)(xing)政审(shen)批(pi)便利服务措施(shi)。对符合开辟绿色(se)通道(dao)(dao)的行(xing)(xing)(xing)(xing)政相对人(ren),通过召开协调会、提前介入等(deng)方式先行(xing)(xing)(xing)(xing)受理(li),加快(kuai)办理(li)速度。(县行(xing)(xing)(xing)(xing)政审(shen)批(pi)服务中心牵(qian)头,各部(bu)(bu)门按(an)职(zhi)责分工负责)

3.优先(xian)提供(gong)便(bian)利化公(gong)共服(fu)(fu)务(wu)。通过查询省(sheng)、市信(xin)(xin)用(yong)(yong)信(xin)(xin)息共享平台信(xin)(xin)用(yong)(yong)信(xin)(xin)息或使用(yong)(yong)第三(san)方(fang)信(xin)(xin)用(yong)(yong)服(fu)(fu)务(wu)机构(gou)提供(gong)的信(xin)(xin)用(yong)(yong)报(bao)告等(deng)方(fang)式(shi),在实施(shi)财政(zheng)(zheng)性资金项目安排、招商引资配套优惠政(zheng)(zheng)策等(deng)各(ge)类政(zheng)(zheng)府优惠政(zheng)(zheng)策中,优先(xian)考虑(lv)守(shou)信(xin)(xin)市场主体。对守(shou)信(xin)(xin)主体给予重点支持和优先(xian)便(bian)利。(县(xian)发改局、县(xian)财政(zheng)(zheng)局、县(xian)国(guo)税局、县(xian)地税局、县(xian)市场监管局分别牵头,各(ge)部门(men)按职责(ze)分工负责(ze))

4.创新守(shou)(shou)信(xin)(xin)企(qi)业(ye)(ye)行政监(jian)(jian)管。县(xian)(xian)市(shi)(shi)场(chang)监(jian)(jian)管部(bu)门在企(qi)业(ye)(ye)监(jian)(jian)管、食(shi)品药品安(an)(an)全(quan)、消费安(an)(an)全(quan)、安(an)(an)全(quan)生产等领(ling)域,根据监(jian)(jian)管对象的信(xin)(xin)用(yong)记录和信(xin)(xin)用(yong)评价分(fen)类,运用(yong)信(xin)(xin)息化(hua)手(shou)段,创新市(shi)(shi)场(chang)经营交易行为监(jian)(jian)管方式(shi),为市(shi)(shi)场(chang)主体提供便(bian)利服(fu)务(wu)。依据国家和省、市(shi)(shi)明确的守(shou)(shou)信(xin)(xin)激励手(shou)段,制定本部(bu)门事(shi)中、事(shi)后监(jian)(jian)管实施方案,对符合(he)一定条件的守(shou)(shou)信(xin)(xin)企(qi)业(ye)(ye),优化(hua)日常检查和专(zhuan)项检查频次。(县(xian)(xian)市(shi)(shi)场(chang)监(jian)(jian)管局(ju)(ju)、县(xian)(xian)安(an)(an)监(jian)(jian)局(ju)(ju)、县(xian)(xian)商务(wu)粮食(shi)局(ju)(ju)分(fen)别牵(qian)头,各部(bu)门按职责分(fen)工负责)

5.提供(gong)市场(chang)优惠(hui)服务(wu)。鼓(gu)励(li)有关(guan)部门(men)和金(jin)融(rong)机(ji)构(gou)、商业销售机(ji)构(gou)等市场(chang)服务(wu)机(ji)构(gou)大力(li)开(kai)发“信(xin)(xin)易贷(dai)”、“信(xin)(xin)易债(zhai)”、“税易贷(dai)”等守信(xin)(xin)激励(li)产品,规范提供(gong)市场(chang)主体信(xin)(xin)用(yong)(yong)信(xin)(xin)息、信(xin)(xin)用(yong)(yong)积分和信(xin)(xin)用(yong)(yong)评价结果,对守信(xin)(xin)市场(chang)主体给(ji)予优惠(hui)和便利,使(shi)守信(xin)(xin)者(zhe)获得更多(duo)机(ji)会和实惠(hui)。(县(xian)人民(min)银行、县(xian)银监(jian)局(ju)(ju)、县(xian)国税局(ju)(ju)、县(xian)地税局(ju)(ju)分别(bie)牵头,各部门(men)按职责分工(gong)负责)

6.多(duo)渠道(dao)推介守信(xin)(xin)(xin)(xin)(xin)(xin)(xin)市(shi)(shi)(shi)场(chang)主(zhu)体(ti)。各部门(men)应及时将守信(xin)(xin)(xin)(xin)(xin)(xin)(xin)市(shi)(shi)(shi)场(chang)主(zhu)体(ti)优良(liang)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)报(bao)送(song)至县(xian)(xian)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)办(ban)(ban),由(you)县(xian)(xian)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)办(ban)(ban)向上级主(zhu)管(guan)部门(men)报(bao)送(song)在“信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)哈尔滨”网站(zhan)进行公(gong)示,并在会展(zhan)、银(yin)企(qi)(qi)对接等(deng)活动(dong)中(zhong)重(zhong)点推介守信(xin)(xin)(xin)(xin)(xin)(xin)(xin)企(qi)(qi)业(ye),让诚信(xin)(xin)(xin)(xin)(xin)(xin)(xin)成为(wei)市(shi)(shi)(shi)场(chang)配置(zhi)资(zi)源的(de)(de)重(zhong)要(yao)考量因素。大力宣传(chuan)守信(xin)(xin)(xin)(xin)(xin)(xin)(xin)企(qi)(qi)业(ye)、群体(ti)和(he)个人,积极评选(xuan)诚实守信(xin)(xin)(xin)(xin)(xin)(xin)(xin)道(dao)德模(mo)范(fan)。支持(chi)征(zheng)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)机构(gou)加强对市(shi)(shi)(shi)场(chang)主(zhu)体(ti)正面(mian)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)的(de)(de)采集,在失信(xin)(xin)(xin)(xin)(xin)(xin)(xin)问题反映(ying)较为(wei)集中(zhong)的(de)(de)行业(ye)领域,加大对守信(xin)(xin)(xin)(xin)(xin)(xin)(xin)者的(de)(de)激(ji)励性(xing)评分(fen)比重(zhong)。推动(dong)行业(ye)协会商会加强信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)建设和(he)行业(ye)自律,表彰守信(xin)(xin)(xin)(xin)(xin)(xin)(xin)会员(yuan)。引导(dao)企(qi)(qi)业(ye)主(zhu)动(dong)发布综(zong)合信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)承(cheng)诺或产品服务(wu)质量等(deng)专项承(cheng)诺,开展(zhan)产品服务(wu)标准等(deng)自我声明公(gong)开,主(zhu)动(dong)接受社会监(jian)督。(县(xian)(xian)委宣传(chuan)部、县(xian)(xian)文明办(ban)(ban)、县(xian)(xian)住(zhu)建局、县(xian)(xian)国土资(zi)源局、县(xian)(xian)市(shi)(shi)(shi)场(chang)监(jian)管(guan)局、县(xian)(xian)旅游(you)局、县(xian)(xian)民政局分(fen)别牵(qian)头,各部门(men)按职责(ze)分(fen)工负责(ze))

(二)健全完善失信联合惩戒机制

7.对(dui)重(zhong)点领(ling)域(yu)(yu)严重(zhong)失(shi)信(xin)行(xing)(xing)为(wei)(wei)(wei)实施(shi)(shi)联(lian)合(he)惩(cheng)戒(jie)。2018年3月底前(qian),各(ge)部(bu)门(men)和(he)社(she)会组(zu)织要制(zhi)定(ding)本领(ling)域(yu)(yu)失(shi)信(xin)行(xing)(xing)为(wei)(wei)(wei)认定(ding)、等(deng)级(ji)划(hua)分和(he)分类(lei)监管(guan)实施(shi)(shi)措(cuo)施(shi)(shi),对(dui)失(shi)信(xin)行(xing)(xing)为(wei)(wei)(wei)进行(xing)(xing)处(chu)理和(he)评价,并通过市信(xin)用(yong)(yong)信(xin)息共(gong)享(xiang)平台实现信(xin)息共(gong)享(xiang),推(tui)动其他部(bu)门(men)和(he)社(she)会组(zu)织依法(fa)(fa)依规(gui)对(dui)重(zhong)点领(ling)域(yu)(yu)严重(zhong)失(shi)信(xin)行(xing)(xing)为(wei)(wei)(wei)采取联(lian)合(he)惩(cheng)戒(jie)措(cuo)施(shi)(shi)。一是严重(zhong)危害人(ren)民群(qun)众身体健康和(he)生命安(an)全的(de)(de)(de)行(xing)(xing)为(wei)(wei)(wei),包(bao)括(kuo)食(shi)品(pin)(pin)药品(pin)(pin)、生态环境、工程质量、安(an)全生产(chan)、消(xiao)防(fang)安(an)全、强(qiang)制(zhi)性产(chan)品(pin)(pin)认证(zheng)等(deng)领(ling)域(yu)(yu)的(de)(de)(de)严重(zhong)失(shi)信(xin)行(xing)(xing)为(wei)(wei)(wei)。二是严重(zhong)破(po)坏市场秩(zhi)(zhi)(zhi)序(xu)和(he)社(she)会正常秩(zhi)(zhi)(zhi)序(xu)的(de)(de)(de)行(xing)(xing)为(wei)(wei)(wei),包(bao)括(kuo)贿赂(lu)、逃(tao)(tao)税骗税、套取骗取住房公积金、故意(yi)拖(tuo)欠(qian)或(huo)少缴以及违规(gui)使用(yong)(yong)各(ge)类(lei)资(zi)金(基金)、恶(e)意(yi)逃(tao)(tao)废债务(wu)(wu)(wu)、恶(e)意(yi)拖(tuo)欠(qian)货(huo)款(kuan)或(huo)服务(wu)(wu)(wu)费、恶(e)意(yi)欠(qian)薪(xin)、非法(fa)(fa)集资(zi)、不(bu)正当竞争、合(he)同欺(qi)诈、传销、无证(zheng)照经营、制(zhi)售假冒伪劣产(chan)品(pin)(pin)和(he)故意(yi)侵犯(fan)知识产(chan)权(quan)、出借和(he)借用(yong)(yong)资(zi)质投标(biao)、虚(xu)假投标(biao)、围标(biao)串(chuan)标(biao)、虚(xu)假广(guang)告、侵害消(xiao)费者或(huo)证(zheng)券期货(huo)投资(zi)者合(he)法(fa)(fa)权(quan)益、严重(zhong)破(po)坏网络空间传播秩(zhi)(zhi)(zhi)序(xu)、聚(ju)众扰乱社(she)会秩(zhi)(zhi)(zhi)序(xu)等(deng)严重(zhong)失(shi)信(xin)行(xing)(xing)为(wei)(wei)(wei)。三是拒(ju)不(bu)履行(xing)(xing)法(fa)(fa)定(ding)义(yi)务(wu)(wu)(wu),严重(zhong)影响司(si)法(fa)(fa)机(ji)(ji)关(guan)(guan)、行(xing)(xing)政(zheng)机(ji)(ji)关(guan)(guan)公信(xin)力(li)的(de)(de)(de)行(xing)(xing)为(wei)(wei)(wei),包(bao)括(kuo)当事(shi)人(ren)在司(si)法(fa)(fa)机(ji)(ji)关(guan)(guan)、行(xing)(xing)政(zheng)机(ji)(ji)关(guan)(guan)作出判决(jue)或(huo)决(jue)定(ding)后,有履行(xing)(xing)能(neng)力(li)但拒(ju)不(bu)履行(xing)(xing)、逃(tao)(tao)避执行(xing)(xing)等(deng)严重(zhong)失(shi)信(xin)行(xing)(xing)为(wei)(wei)(wei)。四是拒(ju)不(bu)履行(xing)(xing)国(guo)防(fang)义(yi)务(wu)(wu)(wu),拒(ju)绝(jue)、逃(tao)(tao)避兵(bing)役(yi),拒(ju)绝(jue)、拖(tuo)延民用(yong)(yong)资(zi)源征用(yong)(yong)或(huo)者阻(zu)碍对(dui)被征用(yong)(yong)的(de)(de)(de)民用(yong)(yong)资(zi)源进行(xing)(xing)改造,危害国(guo)防(fang)利益,破(po)坏国(guo)防(fang)设施(shi)(shi)等(deng)行(xing)(xing)为(wei)(wei)(wei)。(各(ge)部(bu)门(men)按职(zhi)责分工负责)

8.对失(shi)(shi)(shi)信(xin)(xin)(xin)(xin)行(xing)(xing)为(wei)(wei)实(shi)(shi)施行(xing)(xing)政(zheng)性约束和(he)惩戒。各(ge)部门(men)将(jiang)严(yan)(yan)(yan)重(zhong)(zhong)失(shi)(shi)(shi)信(xin)(xin)(xin)(xin)主(zhu)(zhu)体列为(wei)(wei)重(zhong)(zhong)点监(jian)管对象,并根据监(jian)管职权和(he)国家、省(sheng)、市有(you)(you)关(guan)部署,于2018年3月底前(qian)制(zhi)定(ding)、发布针对严(yan)(yan)(yan)重(zhong)(zhong)失(shi)(shi)(shi)信(xin)(xin)(xin)(xin)主(zhu)(zhu)体的行(xing)(xing)政(zheng)性约束和(he)惩戒具体措(cuo)施,明确实(shi)(shi)施主(zhu)(zhu)体、工(gong)(gong)作流程(cheng)等(deng),依法依规实(shi)(shi)施惩戒。从严(yan)(yan)(yan)审核(he)行(xing)(xing)政(zheng)许可审批项(xiang)(xiang)目(mu),从严(yan)(yan)(yan)控制(zhi)生产许可证(zheng)发放(fang),限(xian)制(zhi)新(xin)增(zeng)项(xiang)(xiang)目(mu)审批、核(he)准,限(xian)制(zhi)发起设立(li)或参股金融(rong)机构(gou)以(yi)及小(xiao)额(e)贷款公(gong)司(si)、融(rong)资担保公(gong)司(si)、创业(ye)投资企业(ye)、互(hu)联网(wang)(wang)融(rong)资平台等(deng)机构(gou),限(xian)制(zhi)从事互(hu)联网(wang)(wang)信(xin)(xin)(xin)(xin)息服务等(deng)。严(yan)(yan)(yan)格(ge)限(xian)制(zhi)申请财(cai)政(zheng)性资金项(xiang)(xiang)目(mu),限(xian)制(zhi)参与(yu)有(you)(you)关(guan)公(gong)共资源交易活动,限(xian)制(zhi)参与(yu)基(ji)础设施和(he)公(gong)用事业(ye)特许经营。对严(yan)(yan)(yan)重(zhong)(zhong)失(shi)(shi)(shi)信(xin)(xin)(xin)(xin)企业(ye)及其法定(ding)代表人(ren)(ren)(ren)、主(zhu)(zhu)要负责人(ren)(ren)(ren)和(he)对失(shi)(shi)(shi)信(xin)(xin)(xin)(xin)行(xing)(xing)为(wei)(wei)负有(you)(you)直接责任(ren)的注(zhu)册执业(ye)人(ren)(ren)(ren)员(yuan)等(deng),实(shi)(shi)施市场(chang)和(he)行(xing)(xing)业(ye)禁入措(cuo)施。及时撤销严(yan)(yan)(yan)重(zhong)(zhong)失(shi)(shi)(shi)信(xin)(xin)(xin)(xin)企业(ye)及其法定(ding)代表人(ren)(ren)(ren)、负责人(ren)(ren)(ren)、高(gao)级管理人(ren)(ren)(ren)员(yuan)和(he)对失(shi)(shi)(shi)信(xin)(xin)(xin)(xin)行(xing)(xing)为(wei)(wei)负有(you)(you)直接责任(ren)的董(dong)事、股东等(deng)人(ren)(ren)(ren)员(yuan)的荣誉称号,并取消其参加评先评优资格(ge)。(县(xian)发改局(ju)(ju)、县(xian)财(cai)政(zheng)局(ju)(ju)、县(xian)工(gong)(gong)信(xin)(xin)(xin)(xin)局(ju)(ju)、县(xian)市场(chang)监(jian)管局(ju)(ju)、县(xian)住建局(ju)(ju)、县(xian)商务粮食局(ju)(ju)、县(xian)交通运输局(ju)(ju)分别(bie)牵头,各(ge)部门(men)按(an)职责分工(gong)(gong)负责)

17.建立健全信(xin)(xin)(xin)(xin)用(yong)主(zhu)体(ti)(ti)权益保(bao)护(hu)机(ji)制。各(ge)部(bu)门在执行失信(xin)(xin)(xin)(xin)联(lian)(lian)合(he)(he)(he)惩戒(jie)措施时(shi)(shi)主(zhu)动(dong)发现、经信(xin)(xin)(xin)(xin)用(yong)主(zhu)体(ti)(ti)提出异(yi)议(yi)申请或投(tou)诉发现信(xin)(xin)(xin)(xin)息(xi)不(bu)实的(de),应及时(shi)(shi)告知信(xin)(xin)(xin)(xin)息(xi)提供(gong)单位核(he)(he)实,信(xin)(xin)(xin)(xin)息(xi)提供(gong)单位应尽快核(he)(he)实并反馈(kui)。联(lian)(lian)合(he)(he)(he)惩戒(jie)措施在信(xin)(xin)(xin)(xin)息(xi)核(he)(he)实期间暂不(bu)执行。经核(he)(he)实有(you)误的(de)信(xin)(xin)(xin)(xin)息(xi)应及时(shi)(shi)更正或撤销(xiao)。对因(yin)错误采取联(lian)(lian)合(he)(he)(he)惩戒(jie)措施损害有(you)关(guan)主(zhu)体(ti)(ti)合(he)(he)(he)法(fa)权益的(de),有(you)关(guan)部(bu)门和单位应积极采取措施恢(hui)复其信(xin)(xin)(xin)(xin)誉,消除不(bu)良影响(xiang)。支持有(you)关(guan)主(zhu)体(ti)(ti)通(tong)过行政复议(yi)、行政诉讼(song)等方式(shi)维护(hu)自(zi)身(shen)合(he)(he)(he)法(fa)权益。(各(ge)部(bu)门按(an)职责分工(gong)负责)

20.加强(qiang)诚信(xin)(xin)教育和(he)(he)文化建设。践行(xing)社会(hui)(hui)主义(yi)核心价(jia)值观(guan),秉(bing)持现(xian)代市场经济的契(qi)约(yue)(yue)精神,把宣(xuan)(xuan)传(chuan)教育与诚信(xin)(xin)文化结合起来提升公民诚信(xin)(xin)意识和(he)(he)社会(hui)(hui)诚信(xin)(xin)水平。开展“百城万店无假货(huo)”、“诚信(xin)(xin)做(zuo)产品”、3.l5消(xiao)费者权益日和(he)(he)食品安全宣(xuan)(xuan)传(chuan)周等主题活(huo)动,引导广(guang)大社会(hui)(hui)信(xin)(xin)用(yong)主体树立“诚信(xin)(xin)兴商”理念,多(duo)渠(qu)道宣(xuan)(xuan)传(chuan)诚信(xin)(xin)企(qi)业、群体和(he)(he)个人(ren)。加大对守信(xin)(xin)联(lian)合激励和(he)(he)失信(xin)(xin)联(lian)合惩(cheng)戒(jie)的宣(xuan)(xuan)传(chuan)报(bao)道和(he)(he)案例剖析力(li)度,利(li)用(yong)报(bao)刊、广(guang)播、电(dian)视、网络(luo)等媒体依法曝光社会(hui)(hui)影响恶(e)劣、情节严重(zhong)的失信(xin)(xin)案件(jian),开展群众(zhong)评议活(huo)动。披露失信(xin)(xin)败德(de)行(xing)为(wei),形成对严重(zhong)失信(xin)(xin)行(xing)为(wei)的舆论压力(li)和(he)(he)道德(de)约(yue)(yue)束。开展对公职人(ren)员、企(qi)业负责人(ren)、会(hui)(hui)计(ji)审计(ji)人(ren)员、保(bao)险经纪(ji)人(ren)、导游(you)和(he)(he)学生等重(zhong)点人(ren)群的职业道德(de)建设,利(li)用(yong)单(dan)位、社区、学校、家庭,加强(qiang)对失信(xin)(xin)个人(ren)的教育和(he)(he)帮(bang)助。(县(xian)委宣(xuan)(xuan)传(chuan)部(bu)、县(xian)文明办、县(xian)电(dian)视台(tai)分(fen)(fen)别牵头,各部(bu)门按职责分(fen)(fen)工(gong)负责)

  三、保障措施

(一)强(qiang)化(hua)组织实施。各部门要按照(zhao)本《意见》要求,切(qie)实加强(qiang)组织领导(dao),明确责任分工(gong),细化(hua)目标任务,确保将联合奖惩各项(xiang)工(gong)作落实到位(wei)。

(二)完善配(pei)套制(zhi)度。各部(bu)(bu)门(men)要(yao)加(jia)快制(zhi)定本(ben)部(bu)(bu)门(men)、本(ben)行业“红黑名单”发布、守信联(lian)(lian)合(he)激励和(he)失(shi)信联(lian)(lian)合(he)惩(cheng)戒等(deng)制(zhi)度措施(shi),积(ji)极发起和(he)配(pei)合(he)其他单位做好守信联(lian)(lian)合(he)激励和(he)失(shi)信联(lian)(lian)合(he)惩(cheng)戒工作。

(三)加强指导协调。县(xian)信用(yong)办要加大指导力度,积(ji)极(ji)帮(bang)助(zhu)各部(bu)门协调建立联合(he)(he)奖惩(cheng)机制,各部(bu)门要主(zhu)动作为(wei),扎实(shi)推动本部(bu)门、本行业守信联合(he)(he)激励(li)和(he)失信联合(he)(he)惩(cheng)戒工(gong)作。

(四(si))健全报(bao)(bao)送(song)(song)机(ji)制。各部(bu)门要按照《关(guan)于(yu)建(jian)立我市报(bao)(bao)送(song)(song)守信激励和失(shi)信惩(cheng)戒典型案例(li)工作机(ji)制的(de)通知》(哈诚办发〔2017〕1号(hao))要求,建(jian)立常态化(hua)报(bao)(bao)送(song)(song)机(ji)制,负责组织、筛选(xuan)和认(ren)定本部(bu)门、本行业守信失(shi)信典型案例(li),实时或至少每月20日前向县(xian)信用(yong)办报(bao)(bao)送(song)(song),依法依规(gui)公开。

(五(wu))加大考核力度。将本《意(yi)见》明(ming)确的(de)工作任(ren)务纳入(ru)年度县(xian)直机关(guan)专项工作责任(ren)目标(biao)、乡(xiang)镇经(jing)济社会发展主(zhu)要(yao)(yao)责任(ren)指标(biao)考核范围。县(xian)信用(yong)办要(yao)(yao)加强对各乡(xiang)镇、各部(bu)门(men)的(de)督促检查(cha),及(ji)(ji)时跟踪掌握各项工作进展情况,督促检查(cha)任(ren)务落实情况并及(ji)(ji)时报县(xian)政府(fu)。
