  伊(yi)春市建立完善守信联(lian)合激励和失信联(lian)合惩戒制(zhi)度加(jia)快推进社会诚(cheng)信建设实施方案

  为贯彻(che)落实《国务院关于建(jian)(jian)立完善守(shou)信(xin)联合(he)(he)激(ji)励和(he)失(shi)信(xin)联合(he)(he)惩戒制度(du)加快推进社会诚信(xin)建(jian)(jian)设的(de)指导意见》(国发〔2016〕33号)和《黑龙江省人民政府关于建立完善守信联合激励和失信联合惩戒制度加快推进社会诚信建设的实施意见》(黑政规〔2017〕5号)精神,结合我市实际,制定本方案。

  一、总体要求

  (一(yi))指导思(si)想。全(quan)面贯(guan)彻党的(de)十八大和十八届三中、四中、五中、六中全(quan)会(hui)精神,深入(ru)贯(guan)彻习近平总书(shu)记(ji)系列重(zhong)要讲话特(te)别是对我省两次(ci)重(zhong)要讲话精神,按照党中央(yang)、国务(wu)院决策(ce)部署,紧(jin)紧(jin)围绕(rao)“四个全面”战略布局,牢固树立创新、协调、绿色、开放、共享发展理念,落实加强和创新社会治理要求,加快推进社会信用体系建设,加强信用信息公开和共享,依法依规运用信用激励和约束手段,构建政府、社会共同参与的跨地区、跨部门、跨领域的守信联合激励和失信联合惩戒机制,促进市场主体依法诚信经营,维护市场正常秩序,营造诚信社会环境。

  (二)工作(zuo)目标。到2017年底,基本建立政府部门联合奖惩机制,推动企业、自然人、社团组织、机关事业单位信用信息的查询、公开共享和管理应用服务;建立完善信用分类管理、信用信息归集共享、信用信息公示、信用协同监管,使守信激励和失信惩戒机制在重要领域较好发挥作用。到2020年底,全面建成政府与社会共同参与的联合奖惩机制,形成政府部门协同联动、行业组织自律管理、信用服务机构积极参与、社会舆论广泛监督的共同治理格局。

  二(er)、工(gong)作任务

  (一)健(jian)全褒扬和激励(li)诚信行(xing)为机(ji)制(zhi)

1.探(tan)索(suo)建(jian)立(li)行政审批“绿(lv)色通道(dao)”。在办(ban)理行政许可过(guo)程中,对诚信典型和(he)连续三年无不(bu)良信用记录的行政相(xiang)对人,可根据(ju)实(shi)际情况(kuang)实(shi)施(shi)“绿(lv)色通道(dao)”和(he)“容(rong)缺受(shou)理”等便(bian)利服(fu)务措施(shi)。对符合条件的行政相(xiang)对人,除法律法规要求提供的材料(liao)外,部分申报材料(liao)不(bu)齐备的,如(ru)其(qi)书面承诺(nuo)在规定期限内提供,应先行受(shou)理,加快(kuai)办(ban)理进度。(责任单位(wei):中、省(sheng)、市直有关单位(wei),各县〔市〕、区(qu)政府)

2.优先(xian)提(ti)供(gong)公(gong)共服务便利。在实施(shi)财政(zheng)性资(zi)金项目安排(pai)、招商引资(zi)配(pei)套优惠(hui)政(zheng)策等(deng)(deng)(deng)各类政(zheng)府(fu)优惠(hui)政(zheng)策中,优先(xian)考(kao)虑(lv)诚(cheng)信市(shi)(shi)场(chang)主体,加(jia)大扶持(chi)力度。在教育、就业(ye)、创业(ye)、医疗卫(wei)生、社(she)会保(bao)障等(deng)(deng)(deng)领(ling)域对(dui)诚(cheng)信个人(ren)给予重点支持(chi)和优先(xian)便利。在有关(guan)公(gong)共资(zi)源交易活动中,提(ti)倡依法(fa)依约对(dui)诚(cheng)信市(shi)(shi)场(chang)主体采取信用加(jia)分等(deng)(deng)(deng)措(cuo)施(shi)。(责(ze)任单位(wei):市(shi)(shi)发改(gai)委(wei)、市(shi)(shi)财政(zheng)局(ju)〔国(guo)(guo)资(zi)办(ban)〕、市(shi)(shi)商务局(ju)、市(shi)(shi)教育局(ju)、市(shi)(shi)人(ren)社(she)局(ju)、市(shi)(shi)卫(wei)计(ji)委(wei)、市(shi)(shi)住建(jian)局(ju)、市(shi)(shi)国(guo)(guo)土资(zi)源局(ju)、市(shi)(shi)交通运输局(ju)、市(shi)(shi)水务局(ju)、市(shi)(shi)水文局(ju)、市(shi)(shi)工商局(ju),各县〔市(shi)(shi)〕、区(qu)政(zheng)府(fu))

3.优(you)化(hua)诚(cheng)信(xin)企业行(xing)政监(jian)管(guan)安排。各(ge)级市(shi)场(chang)监(jian)管(guan)部门应根据监(jian)管(guan)对象的(de)信(xin)用记(ji)录和信(xin)用评价(jia)分类,注重(zhong)运用大数(shu)据手(shou)段(duan),完善事中事后监(jian)管(guan)措施,为市(shi)场(chang)主体提供便利化(hua)服务。对符合一定条件的(de)诚(cheng)信(xin)企业,在(zai)日常(chang)检查(cha)、专项检查(cha)中优(you)化(hua)检查(cha)频次。(责任单(dan)位(wei):中、省、市(shi)直(zhi)有关(guan)单(dan)位(wei),各(ge)县〔市(shi)〕、区政府(fu))

4.降低(di)市(shi)(shi)(shi)(shi)场交(jiao)易(yi)(yi)成本。鼓励(li)(li)有关部门和单(dan)位(wei)开发“税易(yi)(yi)贷(dai)”、“信(xin)(xin)(xin)易(yi)(yi)贷(dai)”、“信(xin)(xin)(xin)易(yi)(yi)债”等(deng)守(shou)信(xin)(xin)(xin)激励(li)(li)产品(pin)。引导征(zheng)信(xin)(xin)(xin)机(ji)构(gou)加强对(dui)市(shi)(shi)(shi)(shi)场主体(ti)(ti)正面信(xin)(xin)(xin)息的采集,对(dui)守(shou)信(xin)(xin)(xin)者(zhe)加大激励(li)(li)性评分比重。引导金(jin)融机(ji)构(gou)和商(shang)业销(xiao)售机(ji)构(gou)等(deng)市(shi)(shi)(shi)(shi)场服务机(ji)构(gou)参考使用(yong)市(shi)(shi)(shi)(shi)场主体(ti)(ti)信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息、信(xin)(xin)(xin)用(yong)积分和信(xin)(xin)(xin)用(yong)评价结(jie)果,对(dui)诚信(xin)(xin)(xin)市(shi)(shi)(shi)(shi)场主体(ti)(ti)给(ji)予优惠和便(bian)利,使守(shou)信(xin)(xin)(xin)者(zhe)在市(shi)(shi)(shi)(shi)场中获(huo)得更(geng)多(duo)机(ji)会和实(shi)惠。(责(ze)任单(dan)位(wei):市(shi)(shi)(shi)(shi)金(jin)融办、市(shi)(shi)(shi)(shi)地税局、市(shi)(shi)(shi)(shi)国(guo)税局、人民(min)银(yin)行(xing)(xing)伊春(chun)市(shi)(shi)(shi)(shi)中心支行(xing)(xing)、伊春(chun)银(yin)监分局,各县〔市(shi)(shi)(shi)(shi)〕、区政府)

5.大力推(tui)介(jie)诚(cheng)(cheng)(cheng)信(xin)(xin)(xin)(xin)(xin)(xin)典(dian)型。将有关(guan)部(bu)(bu)门(men)和(he)社(she)会组(zu)织(zhi)实施(shi)信(xin)(xin)(xin)(xin)(xin)(xin)用(yong)分(fen)类(lei)监(jian)管(guan)确定的信(xin)(xin)(xin)(xin)(xin)(xin)用(yong)状况(kuang)良好的行(xing)政(zheng)相对(dui)人、诚(cheng)(cheng)(cheng)信(xin)(xin)(xin)(xin)(xin)(xin)道德(de)模范、优秀青年志愿者,行(xing)业协会商会推(tui)荐的诚(cheng)(cheng)(cheng)信(xin)(xin)(xin)(xin)(xin)(xin)会员(yuan),新闻媒体挖掘(jue)的诚(cheng)(cheng)(cheng)信(xin)(xin)(xin)(xin)(xin)(xin)主(zhu)体等(deng)(deng)树立(li)为诚(cheng)(cheng)(cheng)信(xin)(xin)(xin)(xin)(xin)(xin)典(dian)型。鼓励有关(guan)部(bu)(bu)门(men)和(he)社(she)会组(zu)织(zhi)在(zai)(zai)监(jian)管(guan)和(he)服(fu)务中建立(li)各(ge)类(lei)主(zhu)体信(xin)(xin)(xin)(xin)(xin)(xin)用(yong)记(ji)录(lu),向(xiang)社(she)会推(tui)介(jie)无不良信(xin)(xin)(xin)(xin)(xin)(xin)用(yong)记(ji)录(lu)者和(he)有关(guan)诚(cheng)(cheng)(cheng)信(xin)(xin)(xin)(xin)(xin)(xin)典(dian)型,联合其他部(bu)(bu)门(men)和(he)社(she)会组(zu)织(zhi)实施(shi)守信(xin)(xin)(xin)(xin)(xin)(xin)激励。各(ge)级政(zheng)府部(bu)(bu)门(men)应将诚(cheng)(cheng)(cheng)信(xin)(xin)(xin)(xin)(xin)(xin)典(dian)型优良信(xin)(xin)(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)(xin)(xin)息及时(shi)在(zai)(zai)政(zheng)府网(wang)站和(he)“信(xin)(xin)(xin)(xin)(xin)(xin)用(yong)伊(yi)春”网(wang)站进行(xing)公示(shi),在(zai)(zai)哈洽会、中俄博览(lan)会、绿色有机(ji)食品博览(lan)会、森博会等(deng)(deng)会展活动(dong)以及银企对(dui)接等(deng)(deng)活动(dong)中重点推(tui)介(jie)诚(cheng)(cheng)(cheng)信(xin)(xin)(xin)(xin)(xin)(xin)企业,让信(xin)(xin)(xin)(xin)(xin)(xin)用(yong)成为市(shi)场配置(zhi)资源的重要考量因素。(责任单位:市(shi)委(wei)宣传部(bu)(bu)、市(shi)文明办(ban)、团市(shi)委(wei)、市(shi)工商局(ju)、市(shi)工信(xin)(xin)(xin)(xin)(xin)(xin)委(wei)、市(shi)金融(rong)办(ban)、市(shi)民政(zheng)局(ju)、市(shi)商务局(ju),各(ge)县〔市(shi)〕、区政(zheng)府)

  (二)健全(quan)约束(shu)和惩戒失信行(xing)为(wei)机制

6.对(dui)重(zhong)点领域和严(yan)(yan)(yan)重(zhong)失(shi)(shi)信(xin)行(xing)(xing)为(wei)实施联合(he)惩戒(jie)。在有关部(bu)门(men)和社(she)(she)(she)会(hui)(hui)组(zu)织依(yi)法(fa)依(yi)规对(dui)本领域失(shi)(shi)信(xin)行(xing)(xing)为(wei)作出处理(li)和评价基础(chu)上,通(tong)过信(xin)息共(gong)享(xiang),推动(dong)其他部(bu)门(men)和社(she)(she)(she)会(hui)(hui)组(zu)织依(yi)法(fa)依(yi)规对(dui)严(yan)(yan)(yan)重(zhong)失(shi)(shi)信(xin)行(xing)(xing)为(wei)采取联合(he)惩戒(jie)措施。重(zhong)点包(bao)括(kuo):一是(shi)严(yan)(yan)(yan)重(zhong)危(wei)害人民群众身体健(jian)康和生(sheng)(sheng)命安(an)(an)(an)全(quan)(quan)(quan)的(de)行(xing)(xing)为(wei),包(bao)括(kuo)食(shi)品药(yao)品、医疗(liao)卫(wei)生(sheng)(sheng)、生(sheng)(sheng)态环境、工(gong)程质(zhi)(zhi)量、安(an)(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)产(chan)、消防(fang)(fang)(fang)安(an)(an)(an)全(quan)(quan)(quan)、强制(zhi)性产(chan)品认证(zheng)、特种设(she)备安(an)(an)(an)全(quan)(quan)(quan)、进出境质(zhi)(zhi)量安(an)(an)(an)全(quan)(quan)(quan)和卫(wei)生(sheng)(sheng)安(an)(an)(an)全(quan)(quan)(quan)等(deng)领域的(de)严(yan)(yan)(yan)重(zhong)失(shi)(shi)信(xin)行(xing)(xing)为(wei)。二是(shi)严(yan)(yan)(yan)重(zhong)破(po)坏市(shi)(shi)场公平竞争秩(zhi)(zhi)序(xu)和社(she)(she)(she)会(hui)(hui)正(zheng)常秩(zhi)(zhi)序(xu)的(de)行(xing)(xing)为(wei),包(bao)括(kuo)贿(hui)赂、逃(tao)税(shui)骗(pian)税(shui)、恶意(yi)(yi)逃(tao)废债务、恶意(yi)(yi)拖欠(qian)货款或(huo)服务费(fei)(fei)、未(wei)与劳动(dong)者(zhe)订立(li)书面劳动(dong)合(he)同、不参加社(she)(she)(she)会(hui)(hui)保险(xian)登记、未(wei)足(zu)额缴纳社(she)(she)(she)会(hui)(hui)保险(xian)费(fei)(fei)、恶意(yi)(yi)欠(qian)薪(xin)、非(fei)法(fa)集资(zi)(zi)(zi)、合(he)同欺诈、传销、无证(zheng)照经营(ying)、制(zhi)售假(jia)(jia)冒伪劣产(chan)品和故意(yi)(yi)侵(qin)犯知识产(chan)权、出借和借用资(zi)(zi)(zi)质(zhi)(zhi)投标、围标串标、以弄虚(xu)作假(jia)(jia)或(huo)行(xing)(xing)贿(hui)方式参与公共(gong)资(zi)(zi)(zi)源交(jiao)易(yi)、泄漏应当保密的(de)与公共(gong)资(zi)(zi)(zi)源交(jiao)易(yi)活(huo)动(dong)有关的(de)情况和资(zi)(zi)(zi)料(liao)、虚(xu)假(jia)(jia)广告、侵(qin)害消费(fei)(fei)者(zhe)或(huo)证(zheng)券期货投资(zi)(zi)(zi)者(zhe)合(he)法(fa)权益、严(yan)(yan)(yan)重(zhong)破(po)坏网(wang)络空间(jian)传播秩(zhi)(zhi)序(xu)、聚众扰乱社(she)(she)(she)会(hui)(hui)秩(zhi)(zhi)序(xu)等(deng)严(yan)(yan)(yan)重(zhong)失(shi)(shi)信(xin)行(xing)(xing)为(wei)。三是(shi)拒(ju)(ju)不履行(xing)(xing)法(fa)定义(yi)务,严(yan)(yan)(yan)重(zhong)影响司法(fa)机(ji)(ji)关、行(xing)(xing)政(zheng)机(ji)(ji)关公信(xin)力(li)(li)的(de)行(xing)(xing)为(wei),包(bao)括(kuo)当事人在司法(fa)机(ji)(ji)关、行(xing)(xing)政(zheng)机(ji)(ji)关作出判决(jue)(jue)或(huo)决(jue)(jue)定后,有履行(xing)(xing)能力(li)(li)但拒(ju)(ju)不履行(xing)(xing)、逃(tao)避执(zhi)行(xing)(xing)等(deng)严(yan)(yan)(yan)重(zhong)失(shi)(shi)信(xin)行(xing)(xing)为(wei)。四是(shi)拒(ju)(ju)不履行(xing)(xing)国防(fang)(fang)(fang)义(yi)务,拒(ju)(ju)绝、逃(tao)避兵役,拒(ju)(ju)绝、拖延民用资(zi)(zi)(zi)源征(zheng)(zheng)用或(huo)者(zhe)阻碍(ai)对(dui)被征(zheng)(zheng)用的(de)民用资(zi)(zi)(zi)源进行(xing)(xing)改(gai)造(zao),危(wei)害国防(fang)(fang)(fang)利益,破(po)坏国防(fang)(fang)(fang)设(she)施等(deng)行(xing)(xing)为(wei)。(责任单位:市(shi)(shi)工(gong)商(shang)局(ju)(ju)(ju)(ju)、市(shi)(shi)发改(gai)委(wei)、市(shi)(shi)财政(zheng)局(ju)(ju)(ju)(ju)〔国资(zi)(zi)(zi)办〕、市(shi)(shi)环保局(ju)(ju)(ju)(ju)、市(shi)(shi)住建(jian)局(ju)(ju)(ju)(ju)、市(shi)(shi)交(jiao)通(tong)运输(shu)局(ju)(ju)(ju)(ju)、市(shi)(shi)公安(an)(an)(an)局(ju)(ju)(ju)(ju)、市(shi)(shi)人社(she)(she)(she)局(ju)(ju)(ju)(ju)、市(shi)(shi)水务局(ju)(ju)(ju)(ju)、市(shi)(shi)水文局(ju)(ju)(ju)(ju)、市(shi)(shi)食(shi)品药(yao)品监管(guan)局(ju)(ju)(ju)(ju)、市(shi)(shi)安(an)(an)(an)监局(ju)(ju)(ju)(ju)、市(shi)(shi)质(zhi)(zhi)监局(ju)(ju)(ju)(ju)、市(shi)(shi)地税(shui)局(ju)(ju)(ju)(ju)、市(shi)(shi)国税(shui)局(ju)(ju)(ju)(ju)、市(shi)(shi)科技(ji)局(ju)(ju)(ju)(ju)、市(shi)(shi)人防(fang)(fang)(fang)办、人民银行(xing)(xing)伊春市(shi)(shi)中心支(zhi)行(xing)(xing)、伊春出入境检(jian)验检(jian)疫(yi)局(ju)(ju)(ju)(ju)、市(shi)(shi)法(fa)院,各县〔市(shi)(shi)〕、区(qu)政(zheng)府)

9.加(jia)强对(dui)失(shi)(shi)信(xin)(xin)行(xing)(xing)为(wei)的行(xing)(xing)业(ye)(ye)(ye)(ye)性约束(shu)和惩戒。建(jian)立健全行(xing)(xing)业(ye)(ye)(ye)(ye)自律(lv)公(gong)约和职业(ye)(ye)(ye)(ye)道德(de)准则,推(tui)动行(xing)(xing)业(ye)(ye)(ye)(ye)信(xin)(xin)用(yong)建(jian)设。引导行(xing)(xing)业(ye)(ye)(ye)(ye)协(xie)会(hui)(hui)(hui)(hui)商会(hui)(hui)(hui)(hui)完善行(xing)(xing)业(ye)(ye)(ye)(ye)内部信(xin)(xin)用(yong)信(xin)(xin)息采集、共享机(ji)制,将严重(zhong)失(shi)(shi)信(xin)(xin)行(xing)(xing)为(wei)记(ji)入会(hui)(hui)(hui)(hui)员信(xin)(xin)用(yong)档案。鼓励(li)行(xing)(xing)业(ye)(ye)(ye)(ye)协(xie)会(hui)(hui)(hui)(hui)商会(hui)(hui)(hui)(hui)与有资(zi)质的第三方信(xin)(xin)用(yong)服务机(ji)构合作,开展会(hui)(hui)(hui)(hui)员企业(ye)(ye)(ye)(ye)信(xin)(xin)用(yong)等级(ji)评价。支持行(xing)(xing)业(ye)(ye)(ye)(ye)协(xie)会(hui)(hui)(hui)(hui)商会(hui)(hui)(hui)(hui)按照行(xing)(xing)业(ye)(ye)(ye)(ye)标(biao)准、行(xing)(xing)规、行(xing)(xing)约等,视情节轻重(zhong)对(dui)失(shi)(shi)信(xin)(xin)会(hui)(hui)(hui)(hui)员实行(xing)(xing)警告、行(xing)(xing)业(ye)(ye)(ye)(ye)内通报(bao)批评、公(gong)开谴责(ze)、不(bu)予接纳、劝(quan)退等惩戒措施。(责(ze)任单位(wei):中(zhong)、省(sheng)、市(shi)直有关单位(wei),各县〔市(shi)〕、区政府)

10.加(jia)强对失(shi)(shi)(shi)信(xin)行(xing)(xing)为(wei)的社(she)会(hui)(hui)性(xing)约束和惩戒。引导社(she)会(hui)(hui)力量广泛参(can)与失(shi)(shi)(shi)信(xin)联合(he)惩戒。建(jian)立(li)完(wan)善失(shi)(shi)(shi)信(xin)举(ju)(ju)报(bao)制(zhi)(zhi)度,鼓励公(gong)(gong)众举(ju)(ju)报(bao)企业严重(zhong)失(shi)(shi)(shi)信(xin)行(xing)(xing)为(wei),对举(ju)(ju)报(bao)人信(xin)息严格保密。鼓励公(gong)(gong)正、独(du)立(li)、有条(tiao)件的社(she)会(hui)(hui)机构开展失(shi)(shi)(shi)信(xin)行(xing)(xing)为(wei)大数(shu)据舆情监测,编(bian)制(zhi)(zhi)发布地区(qu)、行(xing)(xing)业信(xin)用分(fen)(fen)析(xi)报(bao)告。充(chong)分(fen)(fen)发挥各(ge)类(lei)社(she)会(hui)(hui)组织作用,支持(chi)有关社(she)会(hui)(hui)组织依法对污染环境、侵害(hai)消费(fei)者或公(gong)(gong)众投资(zi)者合(he)法权(quan)益(yi)等群体(ti)性(xing)侵权(quan)行(xing)(xing)为(wei)提(ti)起公(gong)(gong)益(yi)诉讼(song)。(责任(ren)单位:市工(gong)商(shang)局(ju)、市民(min)政局(ju)、市环保局(ju)、市公(gong)(gong)安局(ju),各(ge)县〔市〕、区(qu)政府)

15.建立健全信用修复机制。联合惩戒措施的(de)(de)发起部(bu)门和实(shi)施部(bu)门应按照法(fa)律法(fa)规和政策规定明确各类失(shi)信行(xing)为的(de)(de)联合惩戒期限(xian)。在规定期限(xian)内(nei)纠正(zheng)失(shi)信行(xing)为、消(xiao)除不(bu)良影响的(de)(de),不(bu)再作为联合惩戒对象。建立有(you)利于自我纠错、主(zhu)动自新的(de)(de)社(she)会(hui)鼓励(li)与关爱(ai)机制,支持有(you)失(shi)信行(xing)为的(de)(de)个人(ren)通过社(she)会(hui)公益服务等(deng)方式修复个人(ren)信用。(责(ze)任单位:中、省、市直有(you)关单位)

16.建立健全(quan)信(xin)用主(zhu)体权(quan)益(yi)保护(hu)机制(zhi)。建立健全(quan)信(xin)用信(xin)息(xi)(xi)(xi)异议、投诉制(zhi)度(du)。有关部门和(he)单位(wei)(wei)(wei)在(zai)执行失信(xin)联(lian)合惩戒(jie)措施(shi)时(shi)主(zhu)动(dong)发现、经市场(chang)主(zhu)体提(ti)出异议申请或投诉发现信(xin)息(xi)(xi)(xi)不实的,应(ying)及时(shi)告知信(xin)息(xi)(xi)(xi)提(ti)供(gong)(gong)单位(wei)(wei)(wei)核实,信(xin)息(xi)(xi)(xi)提(ti)供(gong)(gong)单位(wei)(wei)(wei)应(ying)尽快核实并反馈。联(lian)合惩戒(jie)措施(shi)在(zai)信(xin)息(xi)(xi)(xi)核实期间暂不执行。经核实有误(wu)(wu)的信(xin)息(xi)(xi)(xi)应(ying)及时(shi)更正或撤销。因(yin)错误(wu)(wu)采取(qu)联(lian)合惩戒(jie)措施(shi)损害(hai)有关主(zhu)体合法权(quan)益(yi)的,有关部门和(he)单位(wei)(wei)(wei)应(ying)积(ji)极采取(qu)措施(shi)恢(hui)复其信(xin)誉、消除(chu)不良影响。支(zhi)持有关主(zhu)体通(tong)过行政复议、行政诉讼等方式维(wei)护(hu)自身合法权(quan)益(yi)。(责任单位(wei)(wei)(wei):中、省(sheng)、市直有关单位(wei)(wei)(wei))

  (四)加强法规(gui)制度(du)和诚信文(wen)化建设

17.建(jian)立完善相关地(di)方(fang)性(xing)法规、政府规章和规范标准。加快研究推进(jin)信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息(xi)(xi)归集(ji)、共享(xiang)、公开(kai)和使用(yong),以及失信(xin)(xin)(xin)行为联合惩戒等方(fang)面的立法工(gong)作,对现行政府规章和规范性(xing)文件及时(shi)调整修订。按要求统一各部(bu)门与(yu)黑龙江省信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息(xi)(xi)共享(xiang)交换平台间的数据(ju)格式、数据(ju)接口,动态(tai)更新信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息(xi)(xi)征集(ji)目录(lu)。(责任单(dan)位:市工(gong)商局及中、省、市直有关单(dan)位,各县(xian)〔市〕、区(qu)政府)

18.加(jia)(jia)(jia)强(qiang)(qiang)诚(cheng)信(xin)(xin)教育和(he)(he)诚(cheng)信(xin)(xin)文化建设。组(zu)织(zhi)社(she)(she)会(hui)(hui)(hui)各(ge)方面力(li)量,引导(dao)(dao)广大(da)市(shi)(shi)场(chang)主(zhu)体依(yi)法诚(cheng)信(xin)(xin)经营和(he)(he)主(zhu)动发布综合(he)信(xin)(xin)用承诺或产品(pin)服(fu)务质量等(deng)(deng)(deng)(deng)专项(xiang)承诺,开(kai)展产品(pin)服(fu)务标准(zhun)等(deng)(deng)(deng)(deng)自(zi)我声明公开(kai)。树立(li)“诚(cheng)信(xin)(xin)兴商”理(li)(li)念,组(zu)织(zhi)新闻媒体多渠(qu)道(dao)宣传诚(cheng)信(xin)(xin)企业(ye)和(he)(he)个人(ren),营造浓(nong)厚(hou)社(she)(she)会(hui)(hui)(hui)氛围。推动行业(ye)协(xie)会(hui)(hui)(hui)商会(hui)(hui)(hui)加(jia)(jia)(jia)强(qiang)(qiang)诚(cheng)信(xin)(xin)建设和(he)(he)行业(ye)自(zi)律,表彰诚(cheng)信(xin)(xin)会(hui)(hui)(hui)员(yuan),讲好行业(ye)“诚(cheng)信(xin)(xin)故事”。加(jia)(jia)(jia)强(qiang)(qiang)对(dui)失(shi)信(xin)(xin)行为(wei)的道(dao)德约束,完善社(she)(she)会(hui)(hui)(hui)舆论监督机制,通过报(bao)刊、广播、电视、网络等(deng)(deng)(deng)(deng)媒体加(jia)(jia)(jia)大(da)对(dui)失(shi)信(xin)(xin)主(zhu)体的监督力(li)度(du),依(yi)法曝光社(she)(she)会(hui)(hui)(hui)影响恶(e)劣、情节严重的失(shi)信(xin)(xin)案件(jian),开(kai)展群众评议、讨论、批(pi)评等(deng)(deng)(deng)(deng)活动,形成对(dui)严重失(shi)信(xin)(xin)行为(wei)的舆论压力(li)和(he)(he)道(dao)德约束。通过学校(xiao)、单位、社(she)(she)区、家庭等(deng)(deng)(deng)(deng),加(jia)(jia)(jia)强(qiang)(qiang)对(dui)失(shi)信(xin)(xin)个人(ren)的教育和(he)(he)帮(bang)助(zhu),引导(dao)(dao)其及时纠(jiu)正失(shi)信(xin)(xin)行为(wei)。加(jia)(jia)(jia)强(qiang)(qiang)对(dui)企业(ye)负责人(ren)、学生(sheng)和(he)(he)青年群体的诚(cheng)信(xin)(xin)宣传教育,加(jia)(jia)(jia)强(qiang)(qiang)会(hui)(hui)(hui)计审计人(ren)员(yuan)、导(dao)(dao)游(you)(you)、保(bao)险经纪人(ren)、公职人(ren)员(yuan)等(deng)(deng)(deng)(deng)重点人(ren)群以诚(cheng)信(xin)(xin)为(wei)重要(yao)内容的职业(ye)道(dao)德建设。各(ge)级政(zheng)府(fu)部(bu)门在(zai)实施守(shou)信(xin)(xin)联合(he)激励(li)和(he)(he)失(shi)信(xin)(xin)联合(he)惩(cheng)戒(jie)(jie)过程中,重点挖掘(jue)整理(li)(li)工商、税(shui)务、金融、食(shi)品(pin)药品(pin)安(an)(an)(an)(an)全、质量安(an)(an)(an)(an)全、特种设备(bei)安(an)(an)(an)(an)全、安(an)(an)(an)(an)全生(sheng)产、证券监管(guan)、环境保(bao)护以及司法等(deng)(deng)(deng)(deng)关系到人(ren)民群众切身利(li)益和(he)(he)生(sheng)命财产安(an)(an)(an)(an)全的重点领域典型案例,定期报(bao)送(song)至省信(xin)(xin)用信(xin)(xin)息共享(xiang)交(jiao)换平台。加(jia)(jia)(jia)大(da)对(dui)守(shou)信(xin)(xin)联合(he)激励(li)和(he)(he)失(shi)信(xin)(xin)联合(he)惩(cheng)戒(jie)(jie)的宣传报(bao)道(dao)和(he)(he)案例剖析(xi)力(li)度(du),弘扬社(she)(she)会(hui)(hui)(hui)主(zhu)义核心(xin)价值(zhi)观。(责任单位:市(shi)(shi)委(wei)宣传部(bu)、市(shi)(shi)文明办、团市(shi)(shi)委(wei)、市(shi)(shi)教育局(ju)(ju)、市(shi)(shi)财政(zheng)局(ju)(ju)、市(shi)(shi)人(ren)社(she)(she)局(ju)(ju)、市(shi)(shi)环保(bao)局(ju)(ju)、市(shi)(shi)公安(an)(an)(an)(an)局(ju)(ju)、市(shi)(shi)工商局(ju)(ju)、市(shi)(shi)旅游(you)(you)局(ju)(ju)、市(shi)(shi)地税(shui)局(ju)(ju)、市(shi)(shi)国税(shui)局(ju)(ju)、人(ren)民银行伊(yi)春市(shi)(shi)中心(xin)支(zhi)行、市(shi)(shi)食(shi)品(pin)药品(pin)监管(guan)局(ju)(ju)、市(shi)(shi)安(an)(an)(an)(an)监局(ju)(ju)、市(shi)(shi)法院,各(ge)县〔市(shi)(shi)〕、区政(zheng)府(fu))

  三、保障措施

  (一)加强组织实施。各(ge)(ge)地(di)、各(ge)(ge)有(you)(you)(you)关(guan)部门要把实施守信(xin)(xin)(xin)联(lian)(lian)(lian)(lian)(lian)合(he)激励(li)(li)(li)(li)(li)和(he)(he)失(shi)(shi)信(xin)(xin)(xin)联(lian)(lian)(lian)(lian)(lian)合(he)惩(cheng)(cheng)戒(jie)作为推进(jin)社会信(xin)(xin)(xin)用(yong)(yong)体系建(jian)设的重要举措,认真贯彻落(luo)(luo)实本方案并制(zhi)(zhi)定具体措施,切实加强组织领导,建(jian)立(li)(li)完善信(xin)(xin)(xin)用(yong)(yong)联(lian)(lian)(lian)(lian)(lian)合(he)激励(li)(li)(li)(li)(li)惩(cheng)(cheng)戒(jie)工作的各(ge)(ge)项(xiang)(xiang)制(zhi)(zhi)度,落(luo)(luo)实工作机(ji)构、人员编制(zhi)(zhi)、项(xiang)(xiang)目经费等(deng)(deng)必要保障(zhang),确保各(ge)(ge)项(xiang)(xiang)联(lian)(lian)(lian)(lian)(lian)合(he)激励(li)(li)(li)(li)(li)和(he)(he)联(lian)(lian)(lian)(lian)(lian)合(he)惩(cheng)(cheng)戒(jie)措施落(luo)(luo)实到位(wei)。建(jian)立(li)(li)守信(xin)(xin)(xin)联(lian)(lian)(lian)(lian)(lian)合(he)激励(li)(li)(li)(li)(li)和(he)(he)失(shi)(shi)信(xin)(xin)(xin)联(lian)(lian)(lian)(lian)(lian)合(he)惩(cheng)(cheng)戒(jie)的发起(qi)与响应(ying)机(ji)制(zhi)(zhi),各(ge)(ge)领域守信(xin)(xin)(xin)联(lian)(lian)(lian)(lian)(lian)合(he)激励(li)(li)(li)(li)(li)和(he)(he)失(shi)(shi)信(xin)(xin)(xin)联(lian)(lian)(lian)(lian)(lian)合(he)惩(cheng)(cheng)戒(jie)的发起(qi)部门负责确定激励(li)(li)(li)(li)(li)和(he)(he)惩(cheng)(cheng)戒(jie)对(dui)象(xiang),实施部门负责对(dui)有(you)(you)(you)关(guan)主体采(cai)取相应(ying)的联(lian)(lian)(lian)(lian)(lian)合(he)激励(li)(li)(li)(li)(li)和(he)(he)联(lian)(lian)(lian)(lian)(lian)合(he)惩(cheng)(cheng)戒(jie)措施。鼓励(li)(li)(li)(li)(li)有(you)(you)(you)关(guan)地(di)区和(he)(he)部门先行先试,通过签署合(he)作备忘录(lu)或出台(tai)规范(fan)性文件(jian)等(deng)(deng)多(duo)种方式建(jian)立(li)(li)长效机(ji)制(zhi)(zhi),不断丰富信(xin)(xin)(xin)用(yong)(yong)激励(li)(li)(li)(li)(li)内容(rong),强化(hua)信(xin)(xin)(xin)用(yong)(yong)约束措施。(责任单位(wei):中、省、市(shi)直有(you)(you)(you)关(guan)单位(wei),各(ge)(ge)县〔市(shi)〕、区政府)

  (二)加强跟踪(zong)问(wen)效(xiao)。充分利用(yong)省信用(yong)信息(xi)共享交(jiao)换平(ping)台和“信用伊春”网站,建立健全信用联合激励惩戒的跟踪、监测、统计、评估机制并建立相应的督查、考核制度,将考核结果纳入对各地、各部门年度责任目标考核。对信用信息归集、共享和激励惩戒措施落实不力的部门和单位,进行通报和督促整改,切实把各项联合激励和联合惩戒措施落到实处。市工商局要加强统筹协调,及时跟踪掌握工作进展,督促检查任务落实情况并报告市政府。市政府将对本方案的贯彻落实情况适时开展专项督查。(责任单位:市政府办、市工商局,各县〔市〕、区政府)
